How can you get a water pokemon in soul silver without a fishing rod?

i got surf… i forgot to get the fishing rod! i don’t have the TM for Fly. Is there any water pokemon that lives on land thats near Ectreak City. please help.. =(

Well, magikarp is always easy. evolve it to gyarados. teach it dragon, water and ice moves and you’ll have a strong pokemon.

Just swim in the water and you should encounter a pokemon
No, there are no water pokemon that live near Ecruteak, but there are some water pokemon in Azalea town that don’t require surf or fishing rods. (Slowpokes) After beating Ecruteak gym, just go to the water by Olivine City (the next city you reach in game) and you should see a MASSIVE sea, surf and look for a Tentacool or Tentacruel.

I don’t know about Soul Silver, I’ve never played it, but in the other games I have played, if you surf around on the water you run into them, like, every 2 seconds. However, if you want good water pokemon you do need the fishing rod.
